If medical staff decides to stop life
sustaining treatment or food do you think you should be informed? As
the parent, should your consent be required?</div>

You would answer yes, and assume the
parents informed consent is already required. You would be wrong.
When it comes to a disorder that is determined to be “lethal” or
“incompatable with life”,</div>

life sustaining care can be and often
is discontinued without the parents knowledge or appoval.</div>

A death setence for your child you

One such case here in Missouri has
sparked a push for “Simons Law”. In 2014, Simon Crosier was born
with a genetic disease and was a patient at a St. Louis Hospital. Due
to the hospitals “futility policy” A DNR (do not ressesitate)
order was placed in his records and “comfort feeding” was
ordered. Comfort feeding is not designed to sustain life or recovery.
The parents where never informed of these decisions nor did they
consent to them.</div>

His mother, Sheryl Crosier, testified
his monitors where turned off and she was not allowed to feed him
even her own breast milk. She watched her child die and no one at the
hospital tried to save him.

In fact, no one was allowed to.</div>

When representavie Bill Kidd of
Missouri discovered what had taken place, and had personally visited
with the mother, he began to champion HB 1361 “Simons Law” here
in Missoui.He wanted to make sure it never happened again.
Representative Kidd commented, “ I thought the bill would easily
pass through committie and be voted into law, but when we got to the
hearing the room it was filled with lobyists from hospitals and
medical groups”. Simons law never even got passed out of
committie, much less voted on by the house (see who opposed and
committiee vote below).</div>

Since that time a similar bill has been
passed and signed into law in Kansas, but Missouri appears unable to

And man it sounds great!<br />
<br />
First, everyone likes sharing because it is the opposite of being selfish.<br />
Barney ,the purple dinosaur, said sharing is caring and darn it , he was right.<br />
<br />
And wouldn't it be great if we were all prosperous?<br />
Much better than being broke for sure.<br />
<br />
But then I started to wonder who's stuff we where going to be sharing and if that guy had anything to say about it.<br />
<br />
Sharing is something you do with your own stuff cause you want to.<br />
Someone wants to do something nice for someone else and they just do it.<br />
<br />
You don't need any laws or tax codes for that.<br />
<br />
But I think this shared prosperity they are talking about is really taking things from one guy and giving it someone else.<br />
<br />
Taking Prosperity doesn't sound as nice as sharing prosperity, does it?<br />
<br />
What the heck - it was a nice try anyway.<br />

else will we pay for legitimate functions of our government ? </span></span></span>

the question before us becomes what form of taxation is the least

form best keeps power out of the hands of government and with the
individual? </span></span></span>

lets start with what the founders had to say about it. </span></span></span>

1 section 8 of the constitution states the congress has the power to
tax, but that tax must be </span></span><span style="color: #101010;"><span style="font-family: ArialMT, sans-serif;"><u>uniform</u></span></span><span style="color: #101010;"><span style="font-family: ArialMT, sans-serif;">
throughout the united states. In other words, equal so that some
could not be taxed more heavily than others. This equality under the
law is a central tenant of our form of government.</span></span></span></div>

the founders knew the ability to tax an individual or to tax

required changing the constitution before an income tax on
individuals could be instituted. The 16</span></span><span style="color: #101010;"><sup><span style="font-family: ArialMT, sans-serif;">th</span></sup></span><span style="color: #101010;"><span style="font-family: ArialMT, sans-serif;">
amendment , passed in 1913, not only allowed taxing income from any
source,</span></span></span></div>

stated that it did not have to be proportional or equal among the
states.</span></span></span></div>

the way, at the time, the people where promised the income tax would

Roosevelt) and as low as 25 % (under Coolidge) – but it has never
gone away. The moral – don't give government power and expect they
won't use it to the fullest.</span></span></span></div>

what evil has the mutation of this new government power wrought in

we have created a system that taxes unequally - depending on personal
income, and the political whim of the day.</span></span></span></div>

power to tax an individual is virtually unlimited and depends only on
how much politicians want to take. If the government is taking 80 or
90 percent of your income, are you not in reality, an indentured
servant or slave? </span></span></span>

motive for such inequity and theft is jealousy and revenge. The
commissioner of the I.R.S in 1953 stated that the income tax system
was “conceived in class hatred”. And he was exactly right. </span></span></span>

it from him by force. Those who want to punish producers do not see
that their own liberty is lost in the bargain.</span></span></span></div>

income tax was a major goal of the Communist party – the worlds
biggest peddlers of a class hatred that empowers themselves.</span></span></span></div>

with good attorneys and lobbyists, the right political connections

2011, G.E. Filed a 57 thousand page tax return and had profits of 14
billion. According to the New York Time, they paid no federal
corporate income tax at all. U.P.S. ,by contrast, had an effective
corporate tax rate of 34% that same year.</span></span></span></div>

simplify the tax code is not a bad thing it just misses the point. A
flat tax for example is just what the income tax started out as

I.R.S. , for example, will use our tax returns to collect information

He has the liberty to live that life according to the dictates of his conscience. <br />

Therefore, he has the absolute right to choose the medical care he desires or to choose none at all; as well as the right to buy or sell whatever health insurance or health care product he chooses or to buy none at all. <br />

This is the natural right of a free man to direct his own life. <br />
<br />
We, the citizens of Missouri, declare that the federal government has no constitutional or moral authority to mandate how we buy and sell health care; we therefore declare null and void any and all laws attempting to do so. We refuse to comply with powers they have assumed but were never granted by the states.<br />
<br />
The United States and Missouri constitution clearly state that that powers not specifically granted to the Federal government by the states are retained by the states and the people. <br />
<br />
We further note that this basic human right to health care freedom has been affirmed by the Missouri house and senate and by vote of the people by passing Proposition C -the health care freedom act - on August 2nd. 2010. <br />

<strong><u>Principles</u></strong><br />
<br />
Missouri seeks to create an environment where vigorous competition can flourish both in health care products and services and in health insurance. <br />
<br />
An abundant supply of doctors, clinics and hospitals as well as new health plan providers is critical to lowering cost, as is the ability of innovators to make a profit in a free market.<br />
<br />
It is equally important that consumer have the information on price and quality they need to make wise and cost effective decisions. <br />
<br />
As in with any product or service, it is competition in the free market alone that brings down cost, thereby making those products and services more affordable, abundant and accessible for all. <br />
<br />
It is also our belief that each individual has personal responsibility for and freedom of choice in his health care.<br />
<br />
Those who act responsibly and maintain health insurance coverage on themselves should not be penalized when they loose coverage through no fault of their own; whether that loss of coverage is from divorce, loss of job or becoming an adult. Those who keep themselves insured should have the opportunity to continue that coverage when a life event changes their situation. <br />
<br />
These three principals: open competition, free access to information and the ability to maintain continuous coverage guide the policies to follow. <span style="font-size: 130%;">Evil, because taxes take from a man the fruits of his labor and oppress him with regulation. </span> </div>

<span class="Apple-style-span" style="font-size: large;">The question before us then is what method of collecting taxes is the most fair, the most simple and the least intrusive to our liberty? In a word, the least evil.</span></div>

<span class="Apple-style-span" style="font-size: large;">Every year Missourians go about trying to figure out what they owe and why they owe it under our income tax. Those with good tax accounts figure out how to pay less or none at all , the less crafty pay much more. In this bizarre game, businesses and individuals spend days of effort and thousands of dollars trying to figure out how to win.</span></div>
<div style="margin-bottom: 0in;">
<span style="font-size: 130%;">But the rules of the game are fuzzy at best. Ask 3 tax attorneys if a particular method of organizing a business or a given deduction is legal and you might well get 3 different answers. An individual can end up on the wrong end of the law and not even know it. He can be subject to harsh punishment without even knowing he broke the law.</span></div>

<span style="font-size: 130%;">Worse yet, winners and losers are actually picked before the game ever starts by the state. Tax policy is used to reward some and punish others. It is used to manipulate citizens and that is unamerican and unworthy of the great state of Missouri. </span> </div>

<span style="font-size: 130%;">We are not children nor compliant subjects – we are free men and women who have the right to equal treatment under the law – regardless of what businesses we are in or our economic standing.</span></div>

<span class="Apple-style-span" style="font-size: large;">The only reason I can think of to support the current tax system in Missouri is if you are one of the winners in this rigged game. If you have figured out a way to pay less than your neighbor or you are in a business favored by the state, you send a lobbyist to make sure you hold on to that winning hand. You will be hearing from a number of them today. They forget the greater good and simply like the unfair game because it favors them.</span></div>

<span class="Apple-style-span" style="font-size: large;">The excessive regulation of our tax code takes its toll on people in time, money and loss of liberty. I run a small insurance agency in Columbia consisting of myself, my daughter and my wife. Every year I spend over a thousand dollars paying a c.p.a. To do my payroll, file and send in my withholding tax and file tax returns.</span></div>
<div style="margin-bottom: 0in;">
<span class="Apple-style-span" style="font-size: large;">In addition to the wasted money, I take time every month to inform her of what was paid and to whom. At the end of the year, it takes days of work with mounds of papers to prove every expense, penny of income and deduction.</span></div>

<span style="font-size: 130%;">And frankly there is always that fear in the back of my mind that I will get a knock on the door from a man from the government and he will find I did something wrong and I will be in a world of trouble. </span> </div>

<span style="font-size: 130%;">If you are honest with yourself, doesn’t every person in this room have the same fear? With tax laws that are incomprehensible, that can be applied selectively, who knows if all your papers are ever truly are in order? And does not the income tax give the state the entree, the perfect excuse, to delve into every nook and cranny of you private life? What part of your private life is not touched in some way by money?</span></div>

<span style="font-size: 130%;"> Multiply that loss of time, money and privacy over the millions of citizens in Missouri and we start to see a system that bleeds our state. This system makes the people fear the government and that is anti democratic. </span> </div>

<span style="font-size: 130%;"> The bill before you offers a stark alternative to all of this. I ask for your serious consideration of it. Everyone pays tax at the point of purchasing new goods and services and is done with the matter. No papers to keep, no taxes to file, no hassle, no fear. It is fair – everyone pays it and it is applied equally. It is simple and easily understood by the common man and it does not waste peoples time and money or intrude on their privacy.</span></div>

<span style="font-size: 130%;">The amount of income coming into the state will be the same as it is now. I believe the positive effects will be far reaching throughout our great state.</span></div>

<span style="font-size: 130%;"> This system of taxation has been extensively researched in the academic world and has broad support by economists and citizens alike. It is currently being used by a number of states with great success. I will let others explain the well proven economic and job creating advantages .</span></div>

<span style="font-size: 130%; font-size: 16pt;"> Rather than cataloging all the ways it robs consumers, doctors and insurers of their liberty – let me sum up the whole thing for you in four words. “ Now we run everything”.</span></div>

<span style="font-size: 130%; font-size: 16pt;"> That's why they didn’t care what was in the bill – they knew it ultimately gave them control over healthcare.</span></div>

<span style="font-size: 130%; font-size: 16pt;"> They want to tell your health insurance company what policy’s they will sell, how they will run their business and if they will be allowed to be in business.</span></div>

<span style="font-size: 130%; font-size: 16pt;"> But most of all they want to make you dependent on them – once all healthcare is doled out by the government you will never vote them out.</span></div>

<span style="font-size: 130%; font-size: 16pt;"> Our founding fathers wisely feared above all things the power of the Federal government. They knew the natural tendency of government was to amass more and more power to itself until total tyranny prevailed.</span></div>

<span style="font-size: 130%; font-size: 16pt;"> To keep the Federal Government in check the states granted only strictly limited powers to it. They went on to demand an amendment that asserted that all powers not specifically enumerated as Federal where retained by the states and the people.</span></div>

<span style="font-size: 130%; font-size: 16pt;"> So not only will this so called reform destroy our health care it is clearly unconstitutional – it assumes powers for the Federal government that are prohibited to it by our founding documents.</span></div>

<span style="font-size: 130%; font-size: 16pt;"> I felt most proud of our state when, on Aug. 2, 2009 we asserted our right to determine our own healthcare.</span></div>

<span style="font-size: 130%; font-size: 16pt;"> That you may not be penalized for paying directly health care services.</span></div>
<div align="JUSTIFY" style="margin-bottom: 0in;">
<span style="font-size: 130%; font-size: 16pt;"> And that the purchase or sale of private health insurance may not be prohibited.</span></div>

<span style="font-size: 130%; font-size: 16pt;"> This was a wonderful confirmation of the natural rights we posses as a free people. However, I can tell you from personal experience ,as a health insurance broker, that prop. C has not slowed the enforcement of health care reform at all.</span></div>

<span style="font-size: 130%; font-size: 16pt;"> Implementation is well underway in Missouri and will be completed by 2014.</span></div>

<span style="font-size: 130%; font-size: 16pt;"> A few months ago the requirement that insurers accept all minors age 19 and younger was phased in. This forces insurers to accept an individual who waited until they were sick to buy insurance. Kind of like buying home owners insurance while the house is burning down.</span></div>
<div align="JUSTIFY" style="margin-bottom: 0in;">
<span style="font-size: 130%; font-size: 16pt;"> The result is no insurance company in the entire state now sells child only policy’s. They want to sell it, people want to buy it but the Federal government has made it impossible. By 2014 this will apply to to all adults and minors.</span></div>

<span style="font-size: 130%; font-size: 16pt;"> On January 1 of this year the 80/20 rule was phased in, requiring insurers to run all operations on 20% of income and prove it to Washington.</span></div>

<span style="font-size: 130%; font-size: 16pt;"> The result is we have 2 less choices in health care plans. Mercy announced they did not have the resources to comply and were bought out by coventry. Prudential stopped selling health insurance altogether. No new health insurers have entered the market in the last 2 years to my knowledge. </span> </div>

<span style="font-size: 130%; font-size: 16pt;"> Over 200 Federal waivers to the 80/20 rule have been issued to well connected companies like Mc Donald’s while the rest of us are told to eat cake.</span></div>

<span style="font-size: 130%; font-size: 16pt;"> This year a myriad of other mandates on all coverage has raised premiums even higher.</span></div>

<span style="font-size: 130%; font-size: 16pt;"> Less choices, less competition and higher prices – all by design.</span></div>

<span style="font-size: 130%; font-size: 16pt;"> As the private healthcare industry continues to be killed off, we will end up with 2 or three compliant insurers that might as well be called an arm of the Federal Government. </span> </div>

<span style="font-size: 130%; font-size: 16pt;"> The last man standing will be the Federal government who makes all the rules,prints money whenever they need it and destroys anyone who stands in their way.</span></div>

Work flows to where it is needed and money flows to what is in demand. This happens with no plan.<br /><br />Demand finds the perfect amount of supply, constantly seeking balance; as water perfectly fits the dimensions of a crack. There is no plan that can predict it – no formula that can duplicate it. It is the Tao - the way of things. It is the perfect freedom and balance of nature itself.<br /><br />If there is a stretch of road 100 miles between two cities and the need of travelers is sufficient; a gas station will be built. The idea will come to someone and they will set out to fill the need. If the service is sufficient the business will grow and money will flow to it. If the service is not sufficient, it will die and another will sprout up to fill the need. This will repeat until the needs of the travelers is met perfectly- when there is enough it will stop.<br /><br />If within that service station there is a need for drinks or sandwiches or twinkies they will be offered. If one type of sandwich is not good to people, it will no longer be offered and more of the varieties they like will be.<br /><br />Supply and demand – creation and void in a constant dance finding balance more perfectly than any plan could.<br /><br />No study was done by the Government to asses the need or decide what should be built. No incentive was offered to build the station and no one was there to stop the building when the supply was enough.<br /><br />It all just happened. But health care is not a system any more than food or housing is a system. It is rather products and services that are provided by free individuals and consumed by free individuals as they see fit.<br /> A “system” assumes that decisions as to what is provided and how it is used are directed by one central body – namely the federal government – for the whole of the country. To “reform” in this case means to control more efficiently.<br /> We must understand that ,by definition, this takes away control of the product from those who provide health care and takes away the freedom of choice from those who use it.<br /> The freedom of a doctor to provide what care he deems best and of a patient to pursue the course of treatment he deems in his best interest should not be given up lightly for promises of lower cost or more efficiency.<br /> History teaches us a freedom once given up is very difficult to get back. Once the government has assumed a power they keep it.<br /> Make no mistake, the man who pays the piper calls the tune. Where the government is paying for health care (with your money) they will direct what is delivered, how it is delivered and who gets it.<br /> The so called single payer system (the government being that payer) is the stated goal of those pushing this type of “reform” and has been for years. With that kind of control comes great power and makes citizens dependent on the state for their health, for their very life.<br /> The dirty little secret is their agenda is not to make health care better but to take it over.<br /> What problems we do have is from a lack of freedom and the information to make those choices - not from a lack of central control.<br /> We have the best health care in the world because doctors and researchers have been free to innovate and excel; to create new and better procedures - and to reap the benefits of that work, both personally and financially.<br /> The doctor ,in consultation with the patient and his family, have always had the ultimate power to decide what type of treatment is best. And having freedom of choice, the patient and his family can fire a doctor if they feel he is not acting in their best interest.<br /> It's true that insurance companies and HMO's can restrict what treatment they will pay for, but you can still choose the policy and company you want. Also the treatment does exist if you can pay for it.<br /> When the federal government is paying for all health care and mandating what care you can have, what are your choices? Go to a different country?<br /> Much of the debate has centered around would a government sponsored health care system be more or less costly or efficient. While I believe it would be much less efficient and of poorer quality, that is really beside the point. The question is are you really willing to give up the freedom to control your own health care? Your body? Your life? Do you trust the government that much?<br /> It's as if one day the government came and took you house and put you into communal state housing - explaining that it was more cost effective. Would your argument be “I think my old house is more cost effective” or “ you have no right to take my house, I am free to live where I choose”. ?<br /> The classic tactic of a Stateist is to first demonize the thing they want to take over. The pharmaceutical companies, the health insurance companies, the greed of doctors etc. They put forward stories about innocent people who have been mistreated, maimed and killed. They report on the obscene amount of profit made. Once they convince us we should hate them, they offer to punish them on our behalf; graciously taking over the evil industry to save us, assuring us how much fairer everything will be once they run it.<br /> Beware of big brother the savior who comes in the middle of the night to make it all better. Freedom and the ability to make profit breeds excellence and abundance – central control breeds mediocrity and scarcity.<br /> America has an excellent quality of health care because of this freedom. The problems come from a lack of competition and the a lack of the information the consumer needs to make informed decisions.<br /><div align="center"><span style="font-size:130%;"><strong>Market <span class="blsp-spelling-corrected" id="SPELLING_ERROR_0">Successes</span></strong></span> </div><div align="left"><br /> Allow me first to point out a few instances where the free market has worked very well to drive down cost for a high quality product, with no involvement by either the government or insurance companies.<br /> Wall-mart may be the company most vilified by the people who push a government take over of health care, yet they have produced a most dramatic reduction in cost of quality prescription drugs. For a mere $4. a month, they offer hundreds of medications for diabetes, high blood pressure, cholesterol, asthma, mental health etc. This is not a government program, it costs you the tax payer nothing and they make a profit. At $4. a prescription you don't even need your insurance company to pay for it. Sure there are name brand drugs still under patent that aren't on the list but there are many choices for every ailment.<br /> Another great example is lifeline screenings. I signed up for their complete package of preventative tests when they recently visited my home town. Two large buses pulled up to the lions club, full of equipment and medical technicians. The place was full of folks (mainly age 50 and up). I got a complete blood smack (cholesterol, <span class="blsp-spelling-error" id="SPELLING_ERROR_1">psa</span>, lipids etc) , blood pressure, bone density scan (osteoporosis screening), ultrasound for artery blockage and a couple of other test I can't remember. I was in and out in about an hour. They gave me most of the test results when I left. The others were mailed to me in about 7 days along with an explanation of what the results mean and if they indicated the need to see a doctor. </div><div align="left"> The cost for this battery of preventative services? $125. Now that's an unbelievable value for high quality, easily accessible health care services. They get not a dime of your tax money and they didn't even take my insurance information. What a crazy Idea, you want something done - you pay for it!<br /> Elective or cosmetic surgery is another example of relatively low cost, readily available procedures that are of very high quality. Cosmetic surgery gets no funding from the government or insurance. 10 grand will buy allot in the land of tummy tucks and face lifts. Many of these procedures are complex and require anesthesia. How far will the same money get you for a surgery at the hospital?<br /> The normal price competition present in other industries is absent in most of health care. 1. If the government or your insurance company is paying who cares what it costs. 2. It is impossible to find out the cost for any procedure or to compare one provider to another on cost or quality. 3. Providers are forced by law to treat those who can not pay and accept less than cost for many Medicare and Medicaid patients. Those cost are shifted to those who have private insurance or can pay cash. You are paying for those who can't or won't.<br /> </div><div align="left"> <strong><span style="font-size:130%;">Some simple solutions.</span></strong> </div><div align="left"><br /> The problems with heath care care can be boiled down to three issues. </div><div align="left"> 1. Costs for health care is often very high, therefor so is health insurance.<br /> 2. Some who develop health problems can find themselves stuck with overpriced coverage or unable to keep their coverage due to job loss.<br /> 3. It is hard for many people to compare Health Insurance policy's due to the inherent complexity of the coverage.<br /> So what are some steps we can take to lower cost and get cutting edge quality? </div><div align="left"> For prices to be controlled there must be open competition and the consumer must have the information to make cost effective decisions.<br /> What if we required health care providers to publish prices for their services as well as yearly statistics as to the outcomes or complications of given procedures? They already have these figures. Don't we require companies who produce food to list the ingredients on the packaging. How else would we know what is in what we are eating?<br /> This would give patients the information they need to make decisions on price and quality and would be a market force for lowering cost and rewarding quality with more customers. With cost and quality information readily available, I am sure a number of entrepreneurs would compile the information on a website to make it even easier for folks to know what they are getting and what they can expect to pay.<br /> People who are paying cash, have high deductibles or are responsible for a percentage of the cost are much more motivated to look for the best value and drive cost down. Cost conscious consumers would also motivate health care providers to find innovative ways to deliver quality care at a lower price. There is a company called “any test now” that is just that. Blood smack, <span class="blsp-spelling-error" id="SPELLING_ERROR_2">psa</span> you name it. The prices are on the front window of their strip mall storefront, and they are cheap. Those who didn't innovate would loose business to those who did. Customers follow both price and quality – just like any other business.<br /> 2.Tort reform. Out of control lawsuits and astronomical judgments against doctors and hospitals are one factor driving up costs. It doesn't take a rocket scientist to figure out if a doctor pays $100,000 or more a year in malpractice insurance that he has to pass that cost on to the consumer. If you limit awards and make the burden of proof more stringent you lower their overhead and the price they must charge. You also save consumers money on care because doctors are not motivated to practice “defensive medicine” - running every test in the book to protect themselves from lawsuits. California and other states have a $250,000 limit on malpractice claims.<br /> 3.Eliminate free heath care for illegal aliens. Currently those in the country illegally can go to an emergency room and get care with the cost being shifted to you and I. Illegal immigration intersects here with heath care in a big way as hospitals in the southwest ,in particular, are impacted by having to give free care. Isn't It common sense that a requirement of free care should be citizenship? Can we contain cost when we are giving free care to anyone who can sneak into the country? When someone who is an illegal alien presents themselves to be treated should we not return them to their home country after stabilizing them, at the very least? Repealing the absurd law that makes anyone born in the U.S. A citizen is also a must.<br /> There are 3 cost containment ideas that would cost the taxpayer nothing. Yet those who claim to want to reform health care have come out squarely against 2 and 3. Why is that? I would argue that they want not to fix the problems but to take over the industry.<br /> <strong>Insuring access to health insurance from private companies to all citizens.</strong><br /> First, most people have no problem with accessing health insurance. Anyone who is a full time employee and is covered under a group plan can not be denied coverage. The same group rate applies to anyone his age and sex.<br /> Also, anyone who has obtained individual coverage while healthy can not be dropped or have rates raised because of his or her health. Rates for everyone on the plan can and do go up.<br /> The problems that do exist with access can be solved easily by adjusting the laws that govern insurance companies in a couple of minor ways.<br /> Currently, any company who sells Medicare supplement or <span class="blsp-spelling-error" id="SPELLING_ERROR_3">medigap</span> insurance must allow a retire turning 65 to be accepted at the standard rate everyone his age pays. After that the window expires and he must pass underwriting and may be declined. We Could simply extended that open enrollment to individual health for anyone turning say 21. An open entry point available to everyone. That same open enrollment period would be extended to anyone ending full time employment under a group policy or if their insurance company goes out of business or they loose group coverage due to divorce.<br /> This would allow everyone, weather under an employer group or not, to obtain health insurance at a standard rate. It would be their responsibility to keep it. You can not allow people to just wait till they get sick to buy insurance, obviously.<br /> This would put some pressure on individual policy prices (which are now lower than group) because of the additional mandates for open enrollment periods, but that should be minimal. Medicare supplement plans are overall stable and they already have the age 65 open enrollment mentioned.<br /> One other problem we need to fix is the practice of some individual health insurance carriers to “freeze” or close a particular policy. Once the policy is no longer being sold and no new customers are coming in to it, the claims and the rates trend up, often sharply. This leaves those who where healthy when they took out the policy but have developed health problems stuck with overpriced coverage. The insurance company then starts selling a new policy with slightly different benefits and is able to offer it at a lower more competitive rate since the old sick customers are not on it. If one company does this they all feel they must too, to compete on price for new members.<br /> We need to simply changed the law so that all policy holders in a particular company must be in the same pool. Since no one can “freeze” a group everyone is competing on an even playing field. Yes rates would be a little higher for the brand new healthy customer than they are now but it is necessary to protect those who act responsibly and carry coverage while they are healthy from being priced out of the market when they become sick.<br /> Access solved. And after we do this please lets not feel sorry for anyone who is uninsured because they have chosen to be so. Do we feel sorry for someone who irresponsibly drives around without auto insurance and gets in a wreck? If we ,as a people, want to pay for part of the cost of health insurance for the poor we are free to do it, but this is not an access problem but a cost problem. Reducing cost will obviously also make access easier for us all.<br /><strong> Making understanding your coverage easier. </strong><br /> Currently to understand exactly what you are buying takes some time reading the outline of coverage and exclusions and a general knowledge of terms. Most folks don't do this and may not get it completely if they did.<br /> I would recommend a voluntary branding of policies that have certain minimum benefits. For example, policy one through five from low deductible to catastrophic that must have certain coverage to display the certification. In this way the consumer could look at, say a basic 1 policy and know that all carriers displaying the certification are offering at least the same essential level of coverage. They could then shop based on price and service. It would be required for the insurance company to list those benefits if they chose to market with that certification.<br /> I would recommend those standard policies be formulated by those in the business since they know what the consumer wants. Traditional Medicare supplement policy's are already standardized with plans ranging from A TO J and it does make comparison shopping easier.<br /> I would not recommend we limit what is sold but rater give the consumer a standard they can use if they choose to. Innovation is very important for both cost containment and providing specialized coverage that a small number of people want and need. It is important that companies can sell <span class="blsp-spelling-corrected" id="SPELLING_ERROR_4">policy's</span> that do not qualify for the certification or that add to the minimum standards.<br /> Health care in America is wonderful by any standard and is the envy of the world, because providers and consumers are free. If we open up competition, lower cost and improve access it will be even better.
